ISSUE 180701: PERS 2 publishes a "list of effective changes" for Pay/Personnel/Travel SOPs. A quick launch link (SOPs Updates) is also on PERS-2, NPPSC, and all of the PSD site pages. 3. SOP CHANGES SUMMARY - MARCH 2018 A. General Comments: As part of the update process 2018 NAVADMINs (thru 090/18), PPIBs (thru 18-06), MPAs (thru 13-18) and other Pay-Pers community feedback/updates were reviewed to identify additional reference requirements and procedural changes/work arounds required for the existing SOPs. Additionally, there were a few updates regarding MyNavy Career Center basic Concepts of Operations in support of the MPTE transformation as well as information regarding the ongoing PSD/CSD consolidation. Changes/updates with the most significant impact to the SOPs and Pay/Pers community include: (1) NAVADMIN 059/18 (Personal For) Regarding Command Pay and Personnel Administrator Requirements highlighted the ongoing PSD/CSD consolidation and MPTE transformation/MyNavy Career Center establishment and the importance of the Command/CPPA role and responsibilities for education/skills development and originating/processing of pay/personnel transactions, specifically: (a) required monthly CPPA training; (b) community forums provided through webinars and social media; (c) use of SOPs and other policy guidance; and (d) system access to exercise the full range of CPPA user role capabilities within NSIPS. Bottom line, in order to do their jobs effectively, CPPAs need to be properly trained and have the NEC and system access(es) needed to support their shipmates. B. PERS-2 Homepage Blog Posting: PERS-2 has updated their webpage (21 Mar) with relevant information regarding MyNavy Career Center basic Concepts of Operations in support of the MPTE transformation as well as information regarding the ongoing PSD/CSD consolidation. PSD/CSD Consolidation and Impact on CPPA Accounts During UIC/ADSN Realignment - ISSUE: UICs realigned to a new ADSN: CPPA accounts established under the old ADSN will not automatically transfer to the new ADSN due to the NSIPS security tables. The issue of CPPA accounts established under one ADSN not transferring over to the new ADSN when the servicing PSD/CSD closes or a UIC performs a homeport change, etc., has come up in the past. The NSIPS security tables do not permit the automatic realignment of CPPA accounts. Therefore, it’s important for customer commands to coordinate with NPPSC and both the losing ADSN and the gaining ADSN when the servicing PSD/CSD closes or a UIC performs a homeport shifts, etc., to ensure the CPPA accounts are deleted by the losing ADSN and then gained by the new ADSN. Important points to consider for this process: - Any pending transactions in the "queue" for both NSIPS and TOPS will need to be worked/cleared, because once the CPPA account is deleted ALL pending CPPA transactions will be lost. - The CPPAs will need to coordinate with the gaining ADSN to obtain CPPA accounts under the new ADSN - this includes submitting the Letter of Designation, SAAR, etc. D. NAVADMIN 088/18, Cancellation of NAVADMIN 203/14 and NAVADMIN 159/17 NAVADMIN 088/18 cancels both NAVADMIN 203/14 (Overseas/Remote Duty Screening Policy Change) and NAVADMIN 159/17 (Permanent Change of Station Orders Letter of Intent (LOI)). With increased Orders Lead Time (OLT), LOIs are no longer as impactful and less critical for Sailors and their dependents. OLT is expected to remain around 6 months in aggregate for the foreseeable future, with a shift in the CMS-ID window to 9-12 months. Sailors should receive orders with adequate time to complete the required documentation and logistical planning for both continental United States (CONUS) and overseas/remote assignments before beginning the Permanent Change of Station (PCS) process, negating the need for the LOI. The other PCS tools that were available as outlined in NAVADMIN 203/14 remain in effect to make the PCS process smooth for Sailors and their dependents. The Transfer SOP is being updated to reflect the termination of PCS LOI issuance. E. March Comments/Feedback from Field Activities Regarding SOPs: (1) DD-577 Guidance: The guidance for the DD-577 comes from the DoD FMR Vol 9 Ch 8. Additionally, NPPSC states the same guidance in NPPSCINST 1000, Transaction Online Processing System (TOPS) Guidelines, paragraph 5.b.(1) and that guidance is repeated within appropriate Control Point steps within the applicable SOPs: “Important Note: For all Pay, Personnel, and Travel/Transportation transactions which impact pay that are NOT certified by the Commanding Officer, an approved DD Form 577 for the "certifying officer" must be submitted with the TOPS transaction.” (2) NPPSC BAH Statement of Understanding: BAH SOP Step 2.12 directs the user to the NPPSC Basic Allowance for Housing (BAH) election statement/statement of understanding, if applicable. Furthermore, the NPPSC 4650/1 (02/2017) has been electronically updated, with drop downs and other enhancements, but it is the same form that was updated by the NPPSCINST 4650.8 Change Transmittal 1 in 2012, so the updated instructions apply to the NPPSC 4650/1 (02/2017) as well. (4) MIL-to-MIL Page 2 and BAH Documentation: MILPERSMAN 1070-270 Dependency Application/Record of Emergency Data is cited as a source reference in the Page 2 and BAH SOPs. The MPM article then references the DJMS PTG, Part 3, Allowances, Chapter 2, Basic Allowance for Housing (BAH): https://dfas4dod.dfas.mil/systems/djms/djms2/part3-chap2.htm. DJMS PTG Part 3 Chapter 2 Paragraph 30204 references Table 3-2-4 for documents (Page 2 documents) required to verify relationship of dependents, which was further referenced in the SOP (document requirements). Paragraph 30217 references Table 3-2-9 for documents required to start or stop BAH when the husband and wife are both in military service. Below excerpt reads: "30217 HUSBAND AND WIFE BOTH IN MILITARY SERVICE A. See JTR, Vol. 1, par. U10200, and Table U10C-1. B. NAVPERS 1070/602 is required when a Navy member marries a member in military service, when their marriage ends, or when the active duty of one of the members ends. The member remaining on active duty will file NAVPERS 1070/602. If either the husband or the wife has other dependents, he or she will prepare NAVPERS 1070/602 as required. C. Table 3-2-9 shows the documents required to start or stop BAH when the husband and wife are in military service. D. If both husband and wife are military members and if there is a child born of this marriage, only one of the members will report the child as a dependent. See JTR, Vol. 1, par U10202. E. Because of the special BAH entitlement of military members married to each other, the following clerical validations should be made before the NAVPERS 1070/602 is processed: 1. Ensure Dependent shows No 2. Ensure Remarks contains the spouse's name, SSN, and branch of service. 3. Ensure BAH entitlement on the spouse's LES is correct. Users need to comply with MPM, JTR, and DJMS PTG documentation requirements, which are referenced in the SOP, when processing BAH entitlement, including additional DJMS PTG requirements for MIL to MIL BAH requests." F. MPA 13/18 Implementation Date for the New Access Request Procedures for Web Defense MILPAY Office (Web DMO) and Web Master Military Pay (Web MMPA) Has Changed. The Feb SOP Update Summary (PPIB 18-06) cited MPA 08-18 New Defense MILPAY Office (Web DMO) and Web Master Military Pay Account (Web MMPA) Request Procedures for Navy Personnel Requiring Access to Web DMO/MMPA, which announced new Web DMO and Web MMPA access request procedures for Navy personnel effective 01 April 2018, requiring the use of Account Management and Provisioning System (AMPS) to establish or renew a Web DMO or Web MMPA account. MPA 13/18 delayed the implementation from April 2018 to July 2019. G. MPA 12/18 DJMS-RC Update Schedule for the Work Months of April, May, June 2018 and MPA 11/18 DJMS-AC Update Schedule for Mid-Month (MM), Month End Restructure (MER), and First Update for the Work Months of Apr, May and Jun 2018 established cutoff dates/times for field activity input for the 2nd quarter of CY 2018. H. MPA 10/18 Combat Zone Tax Exclusion (CZTE) for Sinai, Egypt and PPIB 18-05 Combat Zone Tax Exclusion (CZTE) for Sinai, Egypt. The Advisory and Bulletin were issued to reaffirm that Congress declared (effective 9 June 2015) that the Sinai Peninsula is a Qualified Hazardous Duty Area (QHDA). Members who serve in a QHDA and also receive Hostile Fire Pay (HFP) or Imminent Danger Pay (IDP) while performing service in that area are entitled to CZTE. This includes Service members who were assigned Permanent Change of Station (PCS) or Temporary Change of Station (TCS), on Temporary Duty (TDY) and/or mobilized to the Sinai Peninsula. Members who served in this area at any time from 9 June 2015 to 31 December 2017 should provide their personnel office a copy of PCS/TCS/TDY mobilization orders, DD Form 1351-2, travel voucher/subvoucher or Defense Travel System (DTS) voucher forms which substantiates duty status within the Sinai Peninsula. Finance/ personnel offices will take action to adjust member taxable wages and issue an Internal Revenue Service (IRS) Form W2C, corrected wage and tax statement, for June 2015 through December 2017, if needed. Effective 1 January 2018, CZTE for Sinai Peninsula will be processed with no additional action required. The HFP/IDP/CZTE SOP and CPPA COI training has been updated to emphasize the Sinai Peninsula CZTE entitlement at appropriate Control Point steps within the SOP/training as well as the Best Practices section. I. Important SGLI/FSGLI Deadline Reminder April 2018 Per NAVADMIN 085/17, Servicemembers Group Life Insurance Online Enrollment System (SOES), the goal is for all Navy members to provide beneficiary name(s), share(s) of proceeds and certify their record with a digital signature by April 2018. The Navy announced the launch of online SGLI enrollment in NAVADMIN 085/17 in April 2017, as part of a Department of Defense and Veterans Administration joint effort, to allow active duty and eligible reserve and National Guard members to review their group and family coverage online. SOES is the online replacement for the paper form SGLI Election and Certificate, SGLV 8286. The new system eliminates unclear designations and missing or incomplete forms -- problems identified with the paper-based system -- and ensures all insurance holders receive the latest information about changes affecting their coverage. While the SOES enables active duty and eligible reserve members to manage their group and family coverage online, there are some situations where Sailors who shouldn't use the system. Sailors who already have a testamentary trust or a testamentary custodial account created by a Regional Legal Service Office (RLSO) attorney should NOT use SOES to update their SGLI designations. Sailors with a testamentary trust or a testamentary custodial account who have registered with SOES should see their RLSO to reinstate their trust and/or account. Sailors interested in creating a testamentary trust or a testamentary custodial account should also see their RLSO and NOT use the SOES. Other Initiatives Impacting SOPs: Additionally, there were several impacts to the SOPs resulting from MILPERSMAN Updates, NPPSC Form issuances, DoD/OPNAV initiatives, and stakeholder/ customer feedback.
